Abstract

The frequency of interviews is the main cause of the religious teaching credential polemic that has lasted until now in our country in addition to the long waiting period for interview calls and the short application period. It slows down the process of Islamic preaching compared to permits for the organization of parties and other social activities that are easier and open throughout the year. This situation invites the teaching credentialing process to be unfriendly to preachers even though the category is almost the same in all states in Malaysia. Therefore, the writing of this paper aims to reveal the concept, issues and challenges of teaching credentials in contemporary da'wah in Malaysia, the need for waqi'i ijtihad towards the strengthening of civil era da'wah as well as policies that support the proposal of inclusive preacher-friendly teaching credentials in our country. The granting of teaching credentials is seen to be able to prevent any activities of heresy and the spread of false/weak hadiths through the provision of formal learning that involves only authoritative bodies in imparting knowledge, especially activities organized by mosques. Even so, the process of applying for a teaching certificate is in the field of Islamic religious administration for each State Islamic Religious Council (MAIN) through different procedures and qualifications. Dato' Seri Dr. Zulkifli Al- Bakri has proposed that the teaching credential application test be coordinated across the country with the approval of the Sultan of Selangor as Chairman of the Malaysian National Council for Islamic Religious Affairs (MKI) and the rulers at the state level. The literature research methodology uses content analysis of secondary sources such as journal articles, books, newspaper articles, websites and so on. Therefore, a preacher-friendly inclusive teaching credential model is proposed as one of the solutions to the teaching credential polemic that is currently plaguing the country as well as improvements in terms of more harmonious and integrated procedures. It is in line with the Madani Malaysia Policy and the Al-Falah Plan 2023-2027 through the Shariah Dignity Core (Focus 6: Appreciation of the Values of Civil Society) and the Respect Core of Islamic Institutions (Focus 9: Excellence in Islamic Education & Wise Preaching) to create a prosperous society from aspects of thought, spirituality and materiality are the result of Islamic values.
